Macroeconomic policy, competitiveness, and poverty reduction
ESA
Consultores is committed to the strengthening of competitiveness as a
tool for accelerating growth and reducing poverty. We have participated
in the analysis of key factors in the fomenting of competitiveness in
Honduras, through the drafting of the Honduran Agenda of Competitiveness
and Sustainable Development - and through support to the design of the
Honduran Poverty Reduction Program.
In the field of competitiveness, we have worked on cluster analysis to
identify the potential sources of competitive advantage and develop policy
proposals to facilitate their realization. We have particular expertise
in the links from infrastructure services to poverty reduction and competitiveness
enhancement. In Honduras, we carried out a detailed diagnostic and policy
study on this theme for the Private Infrastructure Advisory Facility of
the World Bank.
Our team has wide experience in the analysis of the evolution of poverty,
as measured by income proxies and also using the unsatisfied basic needs
approach. We have undertaken country-specific studies of the causes of
poverty, the identification of the population groups most affected, the
identification of strategies, plans and projects to diminish poverty.
We have undertaken studies to measure targeting outcomes of poverty-related
programs and to recommend improvements in targeting strategies. Among
others, we have supported the Government of Haiti in strengthening its
Poverty Map, and the Governments of Nicaragua and Honduras in establishing
indicator systems for tracking the impact of their poverty reduction programs.
