Private sector development
ESA
Consultores has supported the development of the private sector through
institutional assistance, studies and surveys. We prepared the summary
of the Agenda of Competitiveness and Sustainable Development in Honduras
as part of the INCAE-CLACDS project Central America in the 21st Century.
In the banking sector, we developed the start-up business plan for Banco
Credomatic for approval by the Central Bank and we prepared a study of
the regulation of interest rates on credit cards in Honduras for the Honduran
Association of Banks, AHIBA. We are prepared the chapter on the financial
sector for the Honduran Reconstruction Plan following Hurricane Mitch
(October 1998). In the field of wireless telecommunications, we carried
out a rate-restructuring study for CELTEL in Honduras.
For USAID, we carried out studies of the socio-economic impact of the
development of the apparel industry (maquila) in Honduras in the early
1990s, documenting the strong growth in employment and identifying possible
limits to future growth related to labor market constraints markets, social
infrastructure needs, and environmental management issues in the communities
affected by this growth. In the area of micro enterprise, we prepared
the first national survey of micro enterprises for the Covelo Foundation
in 1998, and we carried out the evaluation of the European Community rural
micro-finance program, FINSA.
In the forestry sector, we prepared a specialized study on forestry policies
in Honduras for the Central American Council of Protected Areas and Forests,
and supported the process of converting the Center for the Use of Forest
Products, CUPROFOR, into a private foundation. We supported the development
of sustainable plans for river basin management for the Valle de Guayape
development project. In the field of agro industry, we have prepared evaluations
for agricultural wholesale market projects in central Honduras for the
Canadian cooperation agency, and a development study for the pork sector
in Honduras for JICA.
