Municipal Development

ESA Consultores has supported the decentralization of Government and public administration, which constitutes one of the central strategies in the Central American modernization processes. We have designed and delivered institutional strengthening programs and tools for successful municipal administration. Our work has centered on the definition of an appropriate institutional framework and of administrative technologies that are geared to the needs of individual municipalities, with a particular focus on the need to establish an efficient management of municipal finances and operational transparency. We have also worked in the creation of city development strategies, analyzing the existing situation in order to discover the most suitable strategy for the town or city. As part of this work, ESA Consultores has promoted a growing municipal role in advocacy, lobbying, advisory, training and promotion functions. This approach views the local government as a key agent in facilitating the local economic development process.
Within this framework, ESA specialists have supported groups such as the municipality of Guatemala in the development of the Business Plan of its water company, EMPAGUA.. We have designed and implemented the baseline study for the program of Nicaraguan municipal development, Protierra 2, supported by the World Bank, and have provided technical assistance to 16 Honduran municipalities to strengthen their water and sanitation services. We have prepared municipal investment plans in 11 Honduran municipalities for the Honduran Social Investment Fund, FHIS and participated in the design and ex-ante evaluation of municipal development projects in San Pedro Sula, Tegucigalpa, and Puerto Cortes. Additionally, we currently provide technical assistance services to the Trust Fund charged with the IDB municipal investment programs in San Pedro Sula, and Tegucigalpa.
