The contract comprises the implementation of a new study for willingness to pay, based on a household survey (2,250 questionaries) in the three cities. The results of this study establish a model of rates for the improved system, as well as quantifying the probable rate of connection to the new systems. The study will allow the comparison of the economic benefits flow that will come out from the project with the cost flow, and in this way establish the internal rate of return on investment and social income from their different components. |
